Although you can't use WinPcap v.3.x to capture on PPP interfaces, you may be able to capture successfully using WinPcap 2.3 (April 10 2003) and Windows network monitor, see <http://winpcap.polito.it/misc/dialup.htm>
I use WinPcap running on Windows 2000 5.00 on an IBM Thinkpad T30.  I am connecting to a GSM phone with a  USB Bluetooth adapter manufactured by Level 1, using dial-up networking via GPRS. I have enabled the Windows network monitor and then capture on the NdisWanBh adaptor. It works just fine.
