Win2k Terminal Services do not, without add-ons, allow more than 256 colors (8-bit palletized mode). Older versions of GTK+ 1.x, which Ethereal used to build the GUI, did not support this mode..

However, this shouldn't be a problem starting with Ethereal 0.9.14. Which version are you trying this with? Most likely it's an older version. Just try the latest.
