Not always.  There are still things Sniffer can dissect that we can't -
perhaps those aren't interesting protocols, but I'd rather leave that up
to the users.

Yes, we should try to catch up in places where that's interesting (given
that Ethereal is a volunteer project, of course, "interesting" means
"catches the interest of an Ethereal developer", not "interesting to an
Ethereal user" - sometimes the two happen to both be the case, but
sometimes they aren't), but that's not always the case.
