Yes.

You have to take the WinPcap code and make it work reliably on Windows
NT (you're running Windows NT 5.1, even though Microsoft calls it
"Windows XP") with PPP devices:

WinPcap 3.0 explicitly ignores all of them, due to the problems they've
seen.  Further discussion of this should be with the WinPcap developers,
as this is a WinPcap issue, not an Ethereal issue.
