I think it very unlikely that it's an Ethereal problem; I strongly
suspect it's a WinPcap problem.  Try it with WinDump:

and if you can't capture transmitted traffic on the virtual adapter with
WinDump, report this to the WinPcap developers:

	http://winpcap.polito.it/contact.htm

Follow all the steps listed, including the one involving the special
packet.dll variant.
