If you are using OSI Transport Class 4 you can run it on top of IP (RFC 1006 I believe); otherwise, you run it on top of CLNP, OSI's "IP" - see http://hhi.corecom.com/osnindex.html, my online book on OSI and TCP/IP for add'l info including packet composition for OSI protocols (published in 1993, out of print, free for downloading, enjoy).

My guess is that you may need to change the preference settings for CLNP (which also seems to be used for COTP).

Edit/Preferences.../Protocols/CLNP
