You can use tethereal, the CLI version of Ethereal, and if you need some of the GUI features you can save the log file and parse it with Ethereal on another box (with 256 color display).

Another alternative may be to try Packetyzer (www.packetyzer.com), a port of Ethereal with native windows GUI. Notice that Packetyzer doesn't provide all the features of Ethereal, but it does have some of its own.
