On Windows you can't necessarily trust that an uninstall is going to work
unless you do a complete reboot. Generally you can install WinPcap and
Ethereal and run it without a reboot, but if Windows gets things wrong you
have to do things the old NT4 way.

1) Uninstall WinPcap 
2) Uninstall Ethereal
3) Reboot
4) Ensure you have no file called "packet.dll" in your search path. (Old
versions of WinPcap sometimes left this lying around
5) Delete the file "C:\Documents and Settings\<user id>\Application
Data\Ethereal\preferences". The location of this file may be different
depending on your version of Windows.
6) Install WinPcap (I recommend 3_0_beta rather than 2.3 especially for SMP
support)
7) Reboot
8) Install Ethereal
9) Reboot
10) Run Ethereal. 

If this doesn't work 
- Does tethereal work?
- What does "tethereal -D" report?
- Does WinDump work?

If WinDump doesn't work then this is a WinPcap issue. Send your error
information to the nice WinPcap people via their mailing list

If WinDump does work correctly but tethereal and/or ethereal does not then
please send a more detailed description of how you get to the error message,
what version of Win32 you're running etc.
