If you want a capture filter use: net 10.0.8.0 mask 255.255.255.0.
If you want a display filter use:  ip.addr == 10.0.0.8.0/32

If you want a display filter use    ip.addr == 10.0.0.8.1

So I would like to see who is requesting port 80 and also what webpage

Use a capture filter: tcp port 80
once you have your data loaded in ethereal  find an IP address which you think should not be browsing and use display filter "ip.addr == <ip address>" to filter just this user's traffic.
