Do the two PPP adapters have the same name? That's a problem with
Windows 9x/Me - sometimes multiple adapters appear to get the same name,
which leaves you unable to capture on most, possibly all, of those
adapters.

Try using WinDump on the same adapter.  If it doesn't work, either,
report this to the WinPcap developers:
