No.  When you start up Ethereal, it initially defaults to the directory
in which Ethereal is run if you don't give Ethereal a capture file, and
the directory in which it found the capture file if you gave it a
capture file and it was able to open it, and on all subsequent
"File->Open" operations it uses the directory in which you last opened
or saved a capture.
