I just down loaded ethereal 0.9.8 and I could not get it to compile under RedHat 8.0. I used the following configure line:

./configure --prefix=/usr \
       --mandir=/usr/share/man \
       --sysconfdir=/etc/ethereal \
       --enable-zlib \
       --enable-ipv6 \
       --enable-snmp \
       --with-net-snmp \
       --enable-pcap \
       --with-gnu-ld \
       --disable-static \
       --disable-usr-local \
       --with-plugindir=/usr/lib/ethereal/plugins/0.9.8

When I compile it I get the following error:

Obviously I can fix it by adding the define, but I shouldn't have to.
