Have you tried uninstalling WinPcap 3.0, and installing 2.3 instead?
According to the WinPcap web site, 3.0 is still an _alpha_ release. The
latest _stable_ release is 2.3.

The last few versions of the Windows installer have been built and tested
on an XP Pro system using WinPcap 2.3, so I'm pretty sure that version
works.  :)  I haven't tested 3.0.
