Hmm, you should have found the reason for that problem and the solution in
the archives: The configure files were generated with a version of autoconf
that is too old for the build environment you are using.
If you have autoconf 2.5x installed, just run it in the three directories
. ./wiretap and ./epan.
After that, configure should work fine. Otherwise please download a tarball
that was created with autoconf 2.5x from
http://www-agrw.informatik.uni-kl.de/home/jmayer/ethereal-0.9.6.tar.gz

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
