There has never been a 1.1.3 release of libpcap from tcpdump.org; is
that the libpcap that comes with AIX, or is it some third-party libpcap?

Whatever version of libpcap you're using doesn't work on AIX, at least
not on that device.  AIX has always been a source of trouble for
libpcap.
