"Opens" and "starts" in what sense?

If you don't have WinPcap 2.3 (2.3 is no longer in beta), you will not
be able to capture packets; earlier versions of WinPcap don't work on
Windows XP.

However, even if you don't have WinPcap 2.3 installed, Ethereal should
be able to open capture files you've captured with other programs, if
they're from a program whose files Ethereal can read.
