I've checked in a change that should fix the problem; I'll try it at
home (where I have Windows *and* a compiler for it).  (The problem is
probably that, while we weren't *creating* the preferences page for
capturing if libpcap wasn't present, we were *referring* to it when "OK"
was clicked, and it was presumably referring to stuff that hadn't been
allocated.)
