IPX is already supported, with some of the NCP protocols. Please note that
there exists a CVS tree, that vastly improves the number off supported
NCP protocols.
Hmm, so the question should be: Why don't you see *any* NCP traffic?
Are you doing NCP on IPX or IP? Do you see other traffic that is neither
broad- nor multicast between the two machines in question?

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
