0.9.3 *is* available.

You may, however, need another tool, called a "compiler", to install it.
:-)  It's available in source-code form, but it's not necessarily
available in binary form for various platforms.

We do not guarantee that binaries will be available the instant that the
source is available - that'd probably delay the availability of the
source, rather than speeding up the availability of binaries. 

At some point, there will probably be Win32 binaries built, but I don't
know when that'll be.  (I'm not the one who builds them; you'd have to
ask somebody else where those binaries are.)
