It cannot capture raw data from a serial port.

If the serial port is being used for PPP, *AND* you're running an
operating system that allows libpcap/WinPcap to capture on PPP devices
(note that Windows NT, Windows 2000, Windows XP, and Windows .NET Server
are *NOT* operating systems that allow WinPcap to do this!), then you
can capture the PPP traffic on the network interface that's using that
port.
