What requirements are those?
1) a number of the items listed as requirements are requirements
if you plan to build Ethereal from source, not if you are
just installing a binary version;
2) as Ethereal can be built from source on Windows, those
obviously aren't programs available *only* on flavors of
UNIX.

but it says, for Windows:
A: Ethereal relies on the libpcap library, and on the facilities
that come with the OS on which it's running in order to do
captures; on Windows, it also relies on the device driver that
comes with WinPcap (which is a version of libpcap for Windows).
Therefore, if the OS, the libpcap library, or the WinPcap driver
don't support capturing on a particular network interface
device, Ethereal won't be able to capture on that device.
On Windows, note that, after installing the WinPcap driver, as
per the instructions on the WinPcap Web site, you must reboot
the machine; don't try to use Ethereal until you have installed
the driver and rebooted the machine.
but WinPcap obviously isn't "in Linux format".
