On Ethereal 0.9.0, you do not have a "Filters" item under the "Edit"
menu.

You have "Capture Filters" and "Display Filters" items.

The "Capture Filters" item has no "Add Expression" button, and there's
nothing you can do to make it appear.  (Ethereal doesn't know what
capture filter expressions are valid - that depends on the particular
version of libpcap/WinPcap with which Ethereal is linked and, if it's a
shared library/DLL, that might not be the one on the machine on which
Ethereal was built.)

The "Display Filters" item has an "Add Expression" button.
