I have placed an almost up-to-date Win32 build at

  ftp://ftp.mshindo.net/pub/tools/ethereal-setup-20011230.exe

It's NOT a "0.9.0" build, rather it's a bit newer than that. I am
updating the build on almost a weekly basis (but pls don't count on it
too much:-)). If you just want to get the latest one, you can get 

  ftp://ftp.mshindo.net/pub/tools/ethereal-setup-latest.exe

since this is always a symlink to the latest build on this directory.
