Not pre-packaged, that I know of, but we at MU have made great use of perl
and gnuplot in combination to generate graphs like you describe.

Perl calls tethereal, parses output from tethereal, creates gnuplot-readable
data file.  Perl generates gnuplot script to read data file.  Call gnuplot
to create graph.  Generate HTML that has IMG SRC=(new graph).
