You're getting it because you haven't installed WinPcap; Windows doesn't
come with a standard interface to allow programs to capture packets, so
you have to add one.

As the error message said, you should see

	http://netgroup-server.polito.it/winpcap/

for more details on the WinPcap library and driver; you have to install
them, as they provide the interface to allow programs to capture
packets.
