Of the 2, net-snmp is still active and I believe cmu-snmp has shut
down development mostly. net-snmp supports v3.

The net-snmp package comes with a trap receiver that you can make do
things for you (like print out traps and execute programs based on
what's received). Whatever package you end up using, be sure to write
future questions to their specific mailing lists. The Ethereal lists
are not really appropriate for SNMP development questions (but they
are appropriate for how ethereal parses and displays snmp specific
packets when capturing traffic).
