If you tried WinDump, and it didn't work, either, it's probably either a
WinPcap problem or a Windows 98 problem that prevents WinPcap from being
able to capture on your PPP interface.

I'd suggest that you send mail to winpcap@xxxxxxxxxxxxxxxxxxxxxxx about
the problem.
