It was up just now, at 10:45am USA Eastern time.  I was able to
download Winpcap successfully.

I tried pinging "netgroup-serv.polito.it" and it resolved to 130.192.28.4
but there was no reply, even when pinging the numerical IP. A traceroute
got as far as "ny-mi" in garr.net (15th hop), "to-mi" (16th hop) and
"polito-rc.to.garr.net" (17th hop) ( I am guessing that TO and MI are Torino
and Milano, BTW). So, it looks to me as if DNS somewhere is resolving the
IP okay but that the actual IP or it's local network is not up. -Bob F
