Probably, given that the ultimate limit on the network types from which
you can read libe data is what the libpcap library, which both tcpdump
and libpcap use to capture packets, supports.

I don't have a list of the protocols supported by tcpdump, and am not
going to take the time to generate one if they're not documented (it
would involve looking through the source code in some detail), so I
don't know the answer to that question.

They both use libpcap to do capturing, and there are some developers
working on both.  That's it - tcpdump isn't built on Ethereal code, and
Ethereal isn't built on tcpdump code.
