There are two possibilities:

	1) Capture, on some platform where you can, on an ISDN line, get
	   a trace of D-channel Q.931 traffic, and then hand that capture
	   to Ethereal.

	   Currently, the only such platforms are

		1) BSD, where you can get that capture with the
		   "i4btrace" program (Ethereal itself probably doesn't
		   capture that - I don't know whether isdn4bsd's
		   drivers pass D-channel traffic through BPF, but I
		   wouldn't be surprised to hear that they did *not* do
		   so);

		2) Network Associates' DOS-based Sniffers;

		3) Toshiba's TR-600 and TR-650 ISDN routers.

	2) Capture traffic on a network where H.323, complete with
	   Q.931-inside-TPKT, is being used.
