Sounds like you are on a switched network.  You need to enable SPAN (Switched Port Analyzer) on Cisco/port mirroring on Foundry, etc. to forward all or specified traffic to your port.  Most larger switches allow you to do this, but if you're on a small unmanaged switch, good luck.

I just download the Ethereal 0.816 and installed it to a HPUX workstation. I can start the program to capture packets. However, I only see the broadcast packets and packets to my workstation. I can't find any packets from my workstation. I did not apply any filtering. Can anyone help me?
