tcpreplay

Tcpreplay is a program for replaying network traffic saved in
packet-trace files generated using tcpdump(8)'s -w flag.

use tethereal to convert the Sniffer files to pcap format, run through
tcprelay.

You might pass this idea on to Fyodor (author of nmap).  Since nmap is
capable of creating its own arbitrary packets, Fyodor may be able to help
you write a program that accepts libpcap format in and just spews packets
out.

Such a program would have to run as root, of course...
