You can compile without libpcap, using the --disable-pcap to configure.
You don't need gtk+ for tethereal, but unfortunately our build system
doesn't recognize
the fact that if you don't have gtk+ installed, then it's okay to build
tethereal and simply
skip ethereal. That needs to be fixed.

Subject: [Ethereal-users] Tethereal compile
I am interested in compiling Tethereal under Unix/Linux. I am only
interested in a command-line interface to read capture files, not
capture anything. It's not clear what I need apart from the source to
do the compile. Do I need the GTK+ or lipcap libraries as the Ethereal
web page suggests, or is that uniquely for Ethereal? There don't seem
to be any Tethereal-specific instructions.
