You probably haven't installed the winPCap driver.  See
http://www.ethereal.com/distribution/win32/win32-README.txt which tells you
to visit  http://netgroup-serv.polito.it/winpcap/ which you seem to have
done as you have Packet95.exe, but you then have to install it as per the
instructions at http://netgroup-serv.polito.it/winpcap/install/help/95.htm
