Yes, it's possible! You can find a WIN32 binary at 
http://members.xoom.com/ramdyne/ethereal/index.html 
that supports H.323 completely, but only if you have 
received Registration messages. I am thinking about 
adding something to get it to decode all H.323 
traffic.

I have just about ported my source from Ethereal 0.8.8 to 
0.8.11 and if I have that working ( this week ) I'll try 
and get it to work under Linux.
