"libpcap 0.4a6" as in "libpcap 0.4a6 downloaded from ftp.ee.lbl.gov
before they came out with the final 0.4 release, and completely
unmodified", or "libpcap 0.4a6" as in "a version of libpcap 0.4a6 that
has had the patches from the 'extra' directory of the Linux ATM
distributions from

Vanilla 0.4a6 didn't have any Linux ATM support, just as 0.4 and 0.5
don't; if the source to the libpcap 0.4a6 in question has references to
DLT_ATM_CLIP in it, it's been patched to have Linux ATM support added. 
(However, one should apply the patches to libpcap 0.4 - or 0.5, although
you may have to manually fix the patches up.)
