Or, for those who are just downloading the binary, not the source, and
thus don't have the README.win32 file, look at the page

to which the "Gilbert Ramirez" link next to "Windows 98/NT" (which
should perhaps be changed to "Windows 95/98, NT, 2000) on the "Download"
page takes you; the page with the URL listed above says:

	Two packages of Ethereal are provided.  The zip file named
	ethereal-*-capture.zip contains a version that can capture
	packets.  In order to use this, you must also install the
	WinPcap packet capture driver.

and "WinPcap packet capture driver" links you to the page for that
driver and its accompanying libraries, including "packet.dll" and
"libpcap.dll" - Ethereal needs both.
