You don't need one - the page at

links you to the place where you can download the WinPcap packet capture
driver; that page says:

	The zip file named ethereal-*-capture.zip contains a version
	that can capture packets.  In order to use this, you must also
	install the WinPcap packet capture driver.

and "WinPcap packet capture driver" has a link that goes to the
Politecnico di Torino site with the WinPcap drivers for W9x, NT 4.0, and
NT 5.0^H^H^H^H^H^HWin2K.

Because we provide a link to the site where you can get "packet.dll",
and this way we don't have to keep the copy on the Ethereal site up to
date, keep a copy of the installation instructions for it, and so on.
