It seems that the changes
added in version 17410 are responsible.  I deleted those 3 lines added
in that version and it ran fine.

The second of those sentences doesn't imply the first of them. The three lines added just cause a distclean to be done in the top-level asn1 directory; that could mean that what's responsible is a problem with the clean/distclean/maintainerclean rules in the asn1 directory's Makefile.nmake.

There were, in fact, no distclean or maintainerclean rules, and the top-level clean rule used "cd.." instead of "cd .." - the former was definitely a problem, and the latter might be, so I've checked in changes to fix both (and not removed the lines from 17410, as somebody presumably added them for a reason).
