By turning on the "Reassemble fragmented IP datagrams" preference for IP. 
Select Preferences from the Edit menu, open up the Protocols list, select
IP, and turn on that option.  Click "Apply" to see what affect it'd have
on dissection without committing to that setting (the dialog box stays up,
and you can back it out with "Cancel"), click "OK" to make that the
setting for the current Ethereal session, click "Save" to save that
setting (and all other current settings, whether you've changed them or
not.) as your default setting.
