This was a small bug in the verify_tools target (I've "introduced" a while ago). I've checked in a fix for this.

The find util is avail. both in system32 and cygwin's /usr/bin.

You should try (in a cygwin console):

which find

and it should tell you:

/usr/bin/find

if it does not, try to install cygwin's findutils package.

BTW: for your question about cygwin install: you should install cygwin as "RECOMMENDED" ...
