No there seems to be no good way to determine if it's NBAP or not :(

Is there a way to heuristically recognize whether a frame contains NBAP?
The other signalling protocol used on the IuB is ALCAP which doesn't
have a good heuristic.
Both are used straight on top of UNI-SAAL (sscop) so we need a way to
determine whether we have one or the other. (do we do this in sscop?).
