Patch produced by TortoiseSVN.

Slight modification to allow a protocol beneath SCCP (i.e. MTP3)
specify how the SCCP message should be dissected.

There is a 'type' field in MTP3 that can contain ITU, ANSI, etc.

I would like SCCP to use this parameter if possible.

I have proprietary dissectors that use the SCCP one above.
