I'm not certain that's always the case. For users on many OSes on PC's (Windows, Linux, free-software BSDs), binary packages might be available; however, for some less-favored OSes, and for various free-software OSes when run on non-x86-PC platforms, binary packages might not be available. Even when they are available, the latest version might not be available as a binary package.

As such, end users might have to build Ethereal from source, even if they have no interest in modifying Ethereal.
