I should not be difficult or time consuming at all. It should just be
a matter of writing a Makefile.nmake file, and modifying the
plugins/Makefile.nmake to run a sub-make in your plugin directory.
Unless you did something strange and didn't follow the Portability
recommendations in doc/README.developer, your dissector should compile
on Windows.
