Revision 14155 changed the way that cseq_method was written to ("Avoid a
buffer overflow in the cseq_method field, a fixed-length character array"),
but it no longer steps over the response code and whitespace first.  This
patch fixes this regression.

The symptom of this was broken resend detection.
