We *do* support the SETUP Q.931 command.

"Short Frame" generally means either that

	1) when the trace was captured, the analyzer doing the capturing was 
doing "packet slicing", saving no more than the first N bytes of a capture

or

	2) some higher-level packet was split across multiple link-layer 
packets, and reassembly wasn't done (that *should* report "Unreassembled 
packet", or perhaps "Malformed frame", but sometimes, for some reason, 
we report that as "Short frame").

We'd have to see a capture that shows the "Short Frame" error to see 
which of those it was.
