I knew there was another place to look for the path to an executable but
couldn't recall it.  Now I've found it.  If you place a path in the
default value of

 HKLM\Software\Microsoft\Windows\CurrentVersion\App Paths\ethereal.exe

then ShellExecute "knows" where to find ethereal.exe if you "START
ethereal.exe" whether ethereal.exe is on the PATH or not.  Of course other
app.s can look there for their own reasons.  There's no need to try to
bend the OLE stuff just to give other app.s some way to locate Ethereal.

I'm sorry I didn't recall this before all of the discussion and work on
defining file types.  (Although I think that was of value even if App
Paths were to become the canonical way to locate Ethereal.)
