Because the code that counted packets for use in, among other things,
the "-c" option counts packets when it prints them and when it saves
them to a file.  I guess nobody ever tried a combination of "-C", "-S",
and "-w".

I've checked in a fix, so this should be fixed in the next release,
whenever that comes out (I don't know when it'll come out; releases
typically come out somewhere between every month and every two months,
and the last release came out on May 13, 2004).
