This is a known bug in the 0.10.0a release.

Please have a look at:

http://www.ethereal.com/cgi-bin/viewcvs.cgi/ethereal/tools/
There you can download the missing files from that dir (only from this dir, the subdirs should be ok), 
no changes for quite a while, so the latest files are still the same.

Or you can wait for the next release, planned at the end of this week.
